Synopsis

This story takes place in the Akatsuki Special Ward in Tokyo. This area was intended to be a special economic zone supported by the government, but for a short time all executive power was transferred to the large corporation Sakishima Holdings. Within the ward existed benefits such as large tax reductions that eventually led to outbreaks of riots and disputes. Internal affairs of Sakishima Holdings became unable to handle the situation and fell apart, leaving the ward an uncontrollable area with no governmental supervision.

Then arose the men who swore to protect the area.
A "divine tattoo" is a tattoo depicting a wild, divine beast which gives the carrier supernatural powers. People with these tattoos are generally referred to as "scard" and they possess the ability to nullify any attacks coming at them, even waving away bullets and breaking off swords.

These scards have formed three groups: "Helios" are those sworn to use their powers to protect the ward, "Artemis" to protect the order and security of the ward, and the "Public Security Special Service" is a group of scards dispatched by the metropolitan police. These units live turbulent lives while doing their best to keep the area under control despite the daily disturbances and altercations.

Eiji Arashiba: Atsushi Kousaka

Eiji is the troubleshooter of Akatsuki Special Ward and the leader of “Helios”. Eiji started protecting this area four years ago when everything fell apart, having since become known as the "Hero of Akatsuki". Normally he seems very easygoing but his devotion and real strength come through as soon as he has to protect his friends. He is the manager of the book cafe “Titan”, but for the most part he lets his younger brother Kazuma take care of everything. This leads to Kazuma becoming angry more often, but Eiji seems to enjoy that as well...

Kazuma Arashiba: Shouya Chiba

Kazuma is Eiji’s younger brother and he looks up to Eiji very much. He usually can’t hide his anger and often lets it show. However, he's a very kind and diligent person. Since Eiji doesn’t, Kazuma runs the book cafe “Titan” on his own and while working is always nice and gentle with the children, even if he’s not always that comfortable with them. He is a scard within the “Helios” unit. His tattoo, inherited from Banri, is that of a “Cat Sìth”.

Kagami Sakishima: Junya Enoki

Kagami is a member of “Helios” and Eiji’s best friend. His tattoo is of the Ouroboros. He’s very knowledgeable about tattoos, medicine, and magic; he's often in a position of support since he's not very skilled in actual fighting. He looks very gentle and kind, but unless he’s actually interested in something he won’t deal with it. He’s the son of the former owners of the Akatsuki Special Ward, Sakishima Holdings.

Ran Washimine: Takeaki Masuyama

Ran belongs to "Artemis" and has a tattoo of a Hræsvelgr. He works as an executive director as “Artemis Finance” within Akatsuki Special Ward. He has sworn an oath of allegiance to Azusa, the leader of Artemis. Ran is very confident and a hard-worker. Sometimes he’s strict with his subordinates, but he also knows when to be kind to them. He's very devoted to work compared to his partner Jin; he also looks out for Jin in his private time. Surprisingly, he burns out easily.

Jin Karasue: Shou Nogami

Jin is a member of "Artemis" and has a tattoo of the Mórrígan. Like Ran, he too has sworn an oath of allegiance to Azusa, and he also works as an executive director at “Artemis Finance”. When speaking to those above him he's always mild and gentle, but sloppy and lazy toward most other things. Though he knows how to cover himself, so the only one who knows this about him is Ran. Jin lives for anime and his purpose of life is to leave work on time so that he can get back home and watch more. Most of the things he says are lines from various animes.

Kouga Tatsuma: Taku Yashiro

Kouga is a police officer in the “Public Security Special Service” and his job is to watch over the many scards. He has a tattoo of Fafnir. He’s very friendly and tends to give other people nicknames, often talking with them in a gentle tone, making him seem very approachable to others, but in reality he’s the type who’s ready to do whatever it takes to reach his goal. His co-worker Itsuki often gives him advice to be more considerate, but he never listens.
