Synopsis
In the near future, people are kept safe by the Sibyl system, a giant surveillance network that quantifies souls.
In an ever-changing world, detectives with a gun called "Dominator", which is able to calculate the "Crime Coefficient", track down "latent criminals" before they commit crimes. The story of two fresh inspectors who were depicted in the 3rd season "PSYCHO-PASS 3" of the original TV anime "PSYCHO-PASS", which started in 2012, finally comes to a close end. What lies ahead for Arata Shindo and Kei Mikhail Ignatov as they pursue the truth in an ever-changing world?

Arata Shindou: Yuuki Kaji
A MWPSB in Division 1 Inspector. He’s a class A mentalist specialist and has the ability to cross the mental boundaries and identify with the subject he is chasing through an advanced form of empathy. He’s a cheerful and self-assured guy, and he can only sleep in his car because of something that happened in a past case. As Shougo Makishima, he is criminally asymptomatic and unreadable by the cymatic scan. As a result, he is nominated inspector as he is considered a "Sybil's blind spot".
Kei Mikhail Ignatov: Yuuichi Nakamura
A MWPSB in Division 1 Inspector. He's a second-generation Russian immigrant and naturalized Japanese citizen. He’s a former military veteran and excels in fighting and shooting. He also has a strong sense of justice. He is mourning his older brother Vasily's death, who was murdered in a case which also took the life of Shindo's father two years ago. In order to find out the truth about the incident, he and Arata overcome their differences to become partners, even though the Sybil System judged them incompatible with each other.
Shizuka Homura: Mamoru Miyano
A Congressman of Bifrost. He is always calm and collected, and conceals his secrets behind a soft smile. The only comfort is the beloved dog he owns. He is often in contact with Ignatov.
Haruki Shirogane: Hiroshi Naka
A Congressman of Bifrost. A cunning gentleman who spends his time calculating and making mental strategies. He also enjoys the reactions of the newcomer Shizuka.
Kouichi Azusawa: Kenyu Horiuchi
The plan maker of the Fox case. An elusive and nihilistic neutral with various titles. He sets up one trap after another to CID Unit One.
Akane Tsunemori: Kana Hanazawa
He is a former inspector within Division 1 of the Public Safety Bureau. He put the unit together to overcome many brutal incidents and let his own justice win. He is currently in detention because of a recent case.
Mika Shimotsuki: Ayane Sakura
Chief Inspector in the Criminal Investigation Department of the Public Safety Bureau. She joined the Public Safety Bureau of the Ministry of Health and Welfare at the youngest age due to her Sybil System's aptitude. As an inspector of Division 1, she had been involved in many difficult cases, while now is currently in charge as Chief Inspector in the Criminal Investigation Department, keeping herself out of the actual crime scene. Although she is often in conflict with the two extravagant fresh inspectors, Arata and Kei, she supports their actions from the sidelines. However, she seems to be addicted to psychiatric drugs.
Shinya Kogami: Tomokazu Seki
Tactical Advisor within the Suppressing Action Department of the Foreign Affairs Operations Department. He originally worked for the Public Safety Bureau of the Ministry of Health and Welfare as an Enforcer. He roamed as a mercenary in foreign countries before returning home. He boasts high combat skills and a strong body, and also possesses intelligence and a sense of justice derived from his former experience as an inspector.
Ginoza Nobuchika : Kenji Nojima
Special Investigator within the Suppressing Action Department of the Foreign Affairs Operations Department. He originally worked for the Public Safety Bureau of the Ministry of Health and Welfare as an Enforcer. He supported Division 1 with his calm judgment and observational skills, along with a great sense of tolerance. He is mainly involved in foreign cases.
